It is my duty and obligation to inform the domestic and international public that on 15th April at 22:40 NATO forces heavily bombarded the plants of the Petrochemical Complex in Pancevo which were in regular operation.

Installations and equipment of the Vinyl Chlorid Monomer plant and Ethylene plant were directly hit. Indirectly, heavy and destructive explosions damaged the Chloralkali plant and Polyvinilchlorid plant and
buildings inside the complex, as well as a larage number of civil houses and flats in the surrounding area.The fire broke out and huge quantities of toxic matters such as chlorine, ethylene dichloride and vinyl chloride monomer flowed out. The transformer stations were also heavily damaged and very toxic transformer oil flowed out.Unfortunately but unavoidably a larage number of people were injured and intoxicated. At this moment we do not know the exact number of intoxicated and injuted civilians who were evacuatead.

Due to the power failure and utilities and auxiliary fluids interuption a larage quantity of combustible, explosive and toxic matters remained trapped in the equipment, installation and tanks. It will take a lot of time to drain and evacuate all those matters from the plants before the plants could be considered safe for a wide surrounding area.

The plants have been heavily damaged and cannot be put in operation.According to all the terms and rules of warefare accepted and followed so far, the plant of chemical process industries of this type have never been military targets and objects of strikes. The range of products of "HIP PETROHEMIJA" DP Pancevo, is of EXTREMELY CIVIL NATURE and bombardement of these plants represents the worst war crime and it reveals genosidal intentions of the aggressor. Therefore, we call upon the petrochemical
producers, licencors, and engineering houses all over the world, to raise their voice and warn those who give orders for bombing of the danger and catastrophic consequences caused by bombing of this kind of plants.

Es ist meine Verpflichtung und Meldepflicht heimige und internationelle Offentlichkeit zu informieren, daß NATO Kräfte am 15. April 1999 um 22.40, Fabriken des chemischen Komplex in Pancevo stark bombardierten. Diese Fabriken arbeiteten wie üblich.

Installationen und die Ausrüstung der Vinyl Chlorid Monomer Anlage und der Ethylene Anlage wurden direkt getroffen. Unabhängig davon, starke und zerstörende Explosionen beschädigten die Chloralkal und Polivynilchlorid Anlage und die gebäude im Kreis des Komplexes, als auch viele Zivilhäuser und Wohnungen im Bereich. Der Brand brachte aus, und riesige Menge von giftigen Materien, als Chlorid, Ethylen Dichlorid und Vinyl Chlorid Monomer, erhoben in der Luft. Die Transformationsstationen wurden auch stark beschädigt und hoch giftiges Transformationöl ging in der Luft. Zum Unglück aber unvermeidbar, viele Zivile wurden verletzt und vergiftet. Momentan weißen wir nicht, die exakt Zahl der verletzten und vergifteten Personen, die evakuiert wurden.

Wegen der Stromunterbrechung und der Unterbrechung der Hilfsflüssigkieten riesige Menge von brennbaren, explosiven und giftigen Materien blieben in der Ausrüstung, Installationen und Tanker gefangenommen. Wir werden viel Zeit brauchen, bis wir alle diesen Materien aus den Anlagen evakuieren, bevor diese Anlagen für die weitere Umgebung sicher betrachtet sein könnten.

Die Anlagen sind stark beschädigt und können nicht meht arbeiten. Nach allen Regeln des Krieges, die bisher geachtet wurden, waren die chemische Anlagen dieses Types nie bevor militärische Ziele und die Objekte der Angriffe. Die Produkte der Chemischeinustrie ,,HIP PETROHEMIJA" DP PANCEVO, haben HOCH ZIVILINATUR und das Bombardement dieser Anlagen ist schlechtesten Kriegsverbrechen und erschließt die Genocideabsichte des Aggressors. Wir appelieren, daß die petrolchemischen Hersteller und Ingeneurfirmen weltweit ihre Stimme erheben und diejenigen, die die Verordnungen furs Bombardement geben, warnen
wie gefährlich und katastrophisch die Konsequenzen des Bombardements dieses Types von Anlagen sind.

Moja je duznost i obaveza da informišem domacu i stranu javnost da su 15. aprila u 22:40 NATO snage teško bombardovale postrojenja Petrohemijskog kompleksa u Pancevu koje su bile u punom radu.

Instalacije i oprema Vinil Hlorid Monomerskog postrojenja i Etilenskog postojenja su direktno pogodeni. Indirektno, teške i destruktivne eksplozije oštetile su Hloralkalno i Polivinilhloridsko postrojenje i zgrade unutar kompleksa, kao i veliki broj kuca i stanova u okolini fabrike.

Izbio je plamen i velike kolicine toksicnih materija kao što je hlor, etilen dihlorid i vinil hlorid monomer su izlile. Usled oštecenja trafo stanice došlo je izlivanja i otrovnog transformatorskog ulja.

Nazalost ali i neizbezno, veliki broj ljudi je povredeno i zatrovano. U ovom momentu ne znamo tacan broj zatrovanih i povredenih ljudi koji su evakuisani.

Usled nedostatka napajanja došlo je do proboja i otkazivanja automatike i velika kolicina zapaljivih, eksplozivnih i otrovnih materija ostalo je zarobljeno u postrojenjima, cevovodima i rezervoarima. Bice potrebno dosta vremena da se isprazne i evakuišu te materije iz postrojenja pre nego što se postrojenja mogu smatrati sigurnom za okolinu.

Postrojenja su teško oštecena i nisu u stanju da nastave proizvodnju.

Prema svim stavovima i pravima vodenja rata prihvacenih i pridrzavanih do sad, postrojenja procesne hemijske industrije ovakvog tipa nikad nisu bile cilj niti meta vojnih napada. Proizvodni program "HIP PETROHEMIJA" DP Pancevo je ISKLJUCIVO CIVILNE PRIRODE i bombardovanje ovih postrojenja prestavlja najgori ratni zlocin i pokazuje namere genocida agresora. Zbog svega toga pozivamo proizvodace petrohemija, licencore i inzenjering firmi da podignu glas i upozore one koji daju naredenja za bombardovanje na opasnosti i katastrofalne posledice izazvane bombardovanjem ovakvih postrojenja.
